SCRAP???

I recently found this banner at the street way to UM(University of Mindanao) Matina Campus. Since it is Good Friday the street was so peaceful and while I was waiting for my footlong at the minute burger I barely notice this banner calling for the SCRAP program to refund the computer related courses students of I don’t know what. Sound mushy what it is all about.I hope UM admin would respond to this one
